Rule 78
Regarding Member Secretary

(1) The Government of Nepal shall appoint one person from a person who has passed the master's degree from a recognized university and has at least seven years of work experience in the field of child protection, child development and child development to work as a member-secretary of the council. (2) The term of office of the member-secretary of the Council shall not exceed four years at the time of his appointment as prescribed by the Government of Nepal and his remuneration shall be the same as that of a gazetted first class employee of the civil service.
(3) The work, duties and rights of the member-secretary of the Council shall be as follows:-
(a) To formulate the annual program and budget and submit it to the Council for approval,
(b) Providing necessary supervision, control and direction to the employees of the council (c) To implement the approved annual program and the decisions and directives of the council (D) To coordinate the necessary for the planning and program to be conducted by the council (e) Supervising, directing and monitoring the work done by the council (g) To prepare and submit a proposal for a matter to be decided by the council (h) To act as the chief administrative officer of the council, (j) To act as the accountable officer according to the prevailing law,
(h) To audit the annual accounts of the Council, cause,
(k) To perform other tasks as prescribed by the council.
